Season salmon with salt, pepper and paprika. Set aside.
In a small bowl or measuring cup, combine soy sauce, 1 tbsp oil, honey and water to make the sauce. Taste and adjust if needed.**
Heat rest of oil in a pan over medium-high heat. When oil is hot, add salmon skin-side up. Cook salmon for about 6 minutes, then flip over.
If needed, add another tbsp of oil. Add minced garlic to the pan and cook until fragrant, about 1 minute. Add sauce and cook another 5 minutes to thicken, basting the salmon at the same time.
To serve, drizzle salmon with sauce and top with parsley and red pepper flakes. Serve with steamed vegetables, over rice or with a salad.
